Insiders have told Reuters that despite Iran spending decades and billions of dollars preparing foreign proxy fighters in Iraq, many aren't answering the call to war.
There has been no mass mobilization of Iran's proxies inside Iraq, one of the last remaining pillars of the Islamic Republic's once-formidable alliance network.
Reuters spoke to a proxy fighter called A.J. who said: "I just don't think most of them are reliable anymore." He added that many of them are looking out for their own interests.
